Legislation is the only thing that does not take place seriously in the legislatures today. All the time is spent in the name of political issues, be it in the parliament or the legislature. It is natural to ask where else can government failures be raised than in legislatures. But beyond that, what if such issues grow to the point of paralyzing all legislative proceedings? Come up with some topic and provoke. Make a fuss if the government doesn't budge. Following this, legislative proceedings will be canceled temporarily or for the whole day. Even if the legislature is continuously stalled like this, no one will feel any inappropriateness. Legislatures meet only for a few days. The topics to be dealt with at each conference are prepared in advance. But often it is not possible to consider everything.

The second phase of the budget session began on the same day in the Parliament and the Kerala Legislative Assembly. So far, smooth conference proceedings have not taken place in both places. The heat and smoke of the Adani issue, which arose in the first phase of the budget session in Parliament, has not settled in. In the second phase of the conference, there are also the controversial remarks raised by Rahul Gandhi during his visit to London. The ruling party accused Rahul Gandhi of insulting India and Indian democracy by standing on foreign soil. They are also demanding an apology from Rahul to the nation regarding this. It must be remembered that it is the ruling party, not the opposition, that is stalling both houses of Parliament for three days in a row over a seemingly ill-informed remark.

Coming to Kerala, the issue is the Brahmapuram waste plant fire followed by the pollution problem faced by Cochin. The corruption controversy behind the plant management contract has further fueled the controversy. The opposition made the issue the subject of an urgent motion for two consecutive days but was not allowed to present it. What more is needed for a ruckus in the house.

On Tuesday, the opposition went a step further and staged a 'parallel assembly' in the center of the House. Although this humorous display of the opposition as a new form of protest grabbed the headlines, it is not sure if it had any effect. Last day, more violent protests were staged. Watch and Ward forcibly removed the senior opposition members who were squatting in front of the Speaker's office. This strike was in protest against the Speaker's continuous denial of permission for urgent motions. Two people, including the MLA, were injured in the clash and had to be shifted to the hospital. Things turned violent when the ruling party intervened. Even if matters did not go out of hand like the budget presentation day during the KM Mani era, this too has to be seen as a black day for the legislature.

It is not only unfortunate but also a travesty that those who should have maturely dealt with an issue affecting millions of people in the house have failed and turned to the path of confrontation. It is not known what the government has to lose by allowing an emergency motion on the Brahmapuram issue. In what other forum other than the legislature should an open debate be held on an issue that affects a large number of people and a large city in such a negative way?
