People's 'rating' for local bodies; special online system for assessment

THIRUVANANTHAPURAM: A rating system will be implemented on the basis of citizens' feedback to enhance the performance of the local bodies. A special online system will be prepared for this. The rating will be based on factors such as achievement in waste management, eradication of extreme poverty, speed in file disposal, and progress in resource mobilization.

The government is also considering the proposal of rating for all gazetted officers and field-level employees. Extensive training will be started in June in collaboration with IIMs to enhance the efficiency, management skills, and public relations skills of the employees of the department. The aim is to implement professionalism in the department. This year's transfer in the unified LSG department will be completed in April. The transfer is based on criteria. Guidelines for this have been issued. For the first time in history, officers will be interchanged between the three-tier panchayats and municipal bodies.

Quality monitoring

  • Quality monitoring system to ensure the quality of PWD works.
  • It will include quality checking lab, technical advisory system and designing department.
  • A permanent mechanism for redressal of grievances related to the LSG department.
  • Grievance Redressal Standing Committees at sub-district, district, and state levels.
  • Sub District Adalat once in 10 days
  • District Adalat once in 15 days
  • State Adalat once a month
  • Ksmart on April 22 to bring municipal services online
  • Public Service Center next to Front Office in Panchayats
  • Urban commission of international standards to formulate urban policy
  • Enforcement squads to prevent the dumping of garbage

Liquid waste plants coming soon

Construction of around 30 liquid waste treatment plants is in progress. The construction of ten of these plants will be completed by May 31. The plants being constructed are at Kochi Ellamkulam, Brahmapuram, Wellington Island, Kollam Kuripuzha, Kozhikode Medical College (2), Kannur Padanapalam, Alappuzha General Hospital, Thrissur Madakattara, and Munnar.
