Understaffed revenue vigilance struggles to resolve complaints efficiently

ALAPPUZHA: The vigilance squad of the revenue department with twenty thousand employees has a strength of only 30 members.

More than a thousand complaints are pending in the revenue vigilance offices of the South, Central and North regions under the Land Revenue Commissioner.


Revenue Vigilance investigates complaints forwarded by Ministers' Offices, Land Revenue Commissioners and District Collectors as well as by the public. Most of the complaints are against village-reserve offices.

The deputy collectors are in charge of each region. The deputy collectors of the Southern Region centered on Thiruvananthapuram and the central region centered on Kochi have the responsibility of five districts each. All the four districts under the Northern Region deputy collector centered at Kozhikode. Apart from the deputy collector, only the superintendent and the clerk are in the vigilance offices. The investigation involves visiting the offices, checking files and other evidence and seeking information from the public. If evidence is found, a report will be submitted to the Land Revenue Commissioner against the employees.

1231 complaints in a year

In the last one year, 464 complaints were received only under the South Zone which includes Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha and Kottayam districts. Actions are in progress in about 10 of these complaints. There are about 400 complaints in the central region. 367 complaints were received in North region. About 100 employees are under observation.

A caged parrot

A deputy vollector and each superintendent and clerk are in Vigilance offices for inspection and follow-up. In order to find out the facts in many complaints, it will be necessary to investigate and gather evidence in the offices of the survey and registration department. Revenue vigilance is like a caged parrot as it lacks the necessary manpower.
