Open University VC's resignation: Governor to seek legal advice

THIRUVANANTHAPURAM: Governor Arif Mohammed Khan will seek legal advice on accepting the resignation of the Open University VC, who tendered his resignation before being found ineligible and sacked. The UGC has informed the Governor that VCs should have ten years of working experience in the rank of professor and that Mubarak Pasha is ineligible as he does not have the necessary experience. The UGC is of the view that the appointment of Mubarak Pasha was void from the beginning. Hence, the Governor is seeking legal advice on whether he should accept his resignation or not.

Pasha's qualifications include being Principal of Farook College and Director of Distance Education, Calicut on deputation. He had also served as the Director of the College Development Council, Calicut. However, this is also not a teaching post. Nor is it equivalent to that of the professor. Although he had worked in a private university in Oman, he was not a teacher or professor there. He has no experience as a research guide. Pasha was appointed as Vice Chancellor as per the Varsity Act, which allows the government to make the first appointments in the university. However, the UGC informed the Governor that this would only last till the University received UGC approval.

By March 6, the Governor will decide whether to fire the other three vice-chancellors, whose appointments had been made irregularly. Irregularities were found in the appointments of Calicut University VC Dr MJ Jayaraj, Sanskrit University VC Dr MV Narayanan and Digital University VC Dr Saji Gopinath. The deadline set by the High Court for taking a decision is March 6. The Governor will communicate the hearing information to the High Court. The High Court has granted the VCs a 10-day grace period to file an appeal if they get sacked.
