Only temporary appointments despite mass retirement; permanent appointments to 16,638 vacancies will not happen soon

THIRUVANANTHAPURAM: Although 16,638 government employees retired en masse yesterday, there will be no immediate permanent appointment in their entry cadres. Even though the government cites the financial crisis as the reason, temporary appointments are the main reason.

Half of the vacancies are for teachers. The order for temporary appointments through PTA has been issued. Those with names in the PSC rank list will have preference for temporary appointments. The order is to allow the temporary teachers to continue for the entire year. Hence, appointments from the rank list cannot be expected.

In KSEB, 1099 people have retired in 20 posts, but temporary appointments are happening there also. Retired overseers will continue on a temporary basis. A new list of 4725 people has come into force in the police but the hope of appointment is low. 4,029 people had got an appointment from the last list of 13,975 people. There will be 674 vacancies in KSRTC but those who are on the temporary list will be given the opportunity.

Promotion after retirement will be done properly in all departments. There are rank lists for entry cadre posts like Assistant, LD Clerk, LD Typist, Computer Assistant, Last Grade Servants, Confidential Assistant and Teachers. It takes more than three months for promotions to be approved and new vacancies to come into existence. Vacancies should be reported to PSC after that. This doesn't happen very often.

Advance reporting not implemented

The Chief Minister had announced that an online system would be set up to inform the PSC about retirement in advance, but it was not implemented. Had it been implemented, the PSC would not have had to wait for the Heads of Departments to report the vacancy.
