THIRUVANANTHAPURAM: At the governors' meeting called by the President, Arif Mohammad Khan will present a report that the government is obstructing the investigation of central agencies by spreading the word that they have political agenda.

Announcement of judicial inquiry against central agencies, Crime Branch registering two cases against the Enforcement Directorate (ED) and the non-handover of files in financial fraud cases will be pointed out. The President will also be informed that the investigations as per the court order are being obstructed without sanctioning the charge sheet and prosecution. These allegations will be in the report on coordination between central and state agencies presented by the governor in the meeting to be held in Delhi on August 2 and 3.

Intelligence Bureau (IB) Joint Director IB Rani, who is in charge of Kerala, was summoned to the Raj Bhavan and information about the clash between the Governor's government and central agencies was collected. It will also be pointed out that the Crime Branch approached the High Court and took back the 98 files seized by the ED in the Karuvannur case.

The government is not giving prosecution permission to the CBI, including in cases of custodial murder. Even corruptions involving central government officials, including gold smuggling at airports, cannot be investigated as government approval is required for each case. There is no prosecution permission in the corruption case of 102 crores in national highway construction. High Court has ordered a re-examination of granting prosecution permission in the 500 crore raw cashew import scam case.

The judicial commission appointed to find out the conspiracy of ED in the gold smuggling case is being extended even though the High Court has stayed it. The High Court quashed the two cases filed by the Crime Branch against the ED officials following the audio recording of the ED's attempt to implicate the Chief Minister. The Legislative Ethics Committee had issued a notice to the ED against summoning files in the LifeMission case.

Expenditure on judicial inquiry against ED: ₹83.76 lakh
