THIRUVANANTHAPURAM: The finding of the joint commissioner of land revenue is that ADM Naveen Babu issued NOC to the petrol pump at Chengalai in Kannur, legally. Reports said there is no evidence for deliberately delaying the file or for accepting bribe. Most probably the inquiry report may be submitted today as it is almost a week since the demise of Naveen Babu.
The report of the joint commissioner said Naveen Babu had taken steps within the legal framework in the files related to giving objection letter to the petrol pump. This is clarified on the basis of the information collected from the employees. The joint commissioner returned after completing the investigation in Kannur.
The joint commissioner's investigation revealed that the ADM had sought a report from the town planning department regarding the curve on the road at the place found for the petrol pump, as the report given by the police was against issuing the NOC. The report said that the allegations of withholding of the file could not be proved as the final NOC can be issued only after receiving the NOC from the police, public works, fire brigade and town planning department.
Meantime, former district panchayat president P P Divya is not yet ready to give a statement before the revenue department team. Divya did not cooperate even though a notice was given. The report will also point out that the joint commissioner has no authority to legally summon Divya by issuing a notice.
