It is not surprising that the biometric punching system that was brought to ensure that government employees reach on time did not work out. The government decided on it after the number of employees signing in at office and going out for other things increased. We have been hearing about biometric system for some time now. It was officially decided to begin the new system from New Year onwards.

However, on the first working day that is on January 2, the news came out that it did not work out. The official reason is that the required number of punching machines were not installed. Without taking the necessary steps the date was decided to begin it. Just installing the punching system is not enough. It must be connected to the employees’ salary distribution system ‘Spark’ software. It will now take more time for all that. It is believed that the punching system will begin at the offices where there are huge numbers of employees.

In the service protocol attendance is very important. A government employee must be punctual. During office timings the employee must be in his or her chair. This is important to render service on time for the those who come to the office. However, in every government office, empty chairs and files that must be settled are seen. Every file that awaits a decision is a life. There is a law that says that a government service is the right of a citizen. Only a few are lucky enough to get that service. For many others it is a difficult experience.

Many reach the office and leave for many reasons. It is the office head who must control it. However, in places where the unions are strong, the head of offices must look the other way. With the punching system at least their arrival and leaving can be managed. When continuous absence will affect their salaries, many employees will become more disciplined. This system was employed in central government offices a long time ago.

Punching system is in effect at the Secretariat. Some protests against it were also raised. Every reform will die out with time. It is only natural that employees are against biometric punching system. How can employees refrain from doing their primary responsibility of coming on duty on time. It is natural to get late once in a while for many reasons. But it becomes an issue when it turns into a right. Those who are very adamant about their rights must also show such an attitude towards their duties also.

The biometric punching system failed because of the mismanagement of various departments. There are many offices that are still to complete the process of buying enough punching systems or to prepare the database of the employees. These are things that can be completed on time. It must be understood that those who led this did not think about doing enough preparatory work.
