The KSRTC and its employees themselves are responsible for the present ill fate of the empanelled KSRTC employees who had to leave the job all on a sudden.
Study reports say that the proportion of bus employees in the country is highest in KSRTC.
But over the past many years, empanelled employees had been appointed to ensure that bus schedules are not hindered.
Permanent employees have been killing time by doing other jobs and taking rest.
Empanelled arrangement was also profitable for the KSRTC. They needed to give these employees only daily wages. No allowances or other incentives had to be paid. No leaves were demanded. Empanelled workers didn’t turn against KSRTC though they were subjected to job exploitation. They kept quite only because of the hope that they will be made permanent employees.
Some empanelled worker were also able to sneak into the list of regular employees.
But the empanelled workers had in a way spoiled the chances of those who were awaiting appointments through PSC.
They however approached the court, it intervened and ordered to retrench all empanelled KSRTC employees with less than 10 years of service and make appointments from PSC rank list. As the high court toughened its stand 3861 empanelled workers were terminated from service.
Many among them are overaged to find new job. They are staring at their bleak future.
Those officers who were instrumental in creating this crisis are staying in top positions without any qualms.
KSRTC chief says that there would be some respite if empanelled workers move Supreme Court.
But for those who have lost their jobs, this appears to be mere promises.
Even when about 4000 employees had to be retrenched at one go, the labour organisations groped in the dark, not knowing what to do.
Rank holders are also victims of the KSRTC’s interest for empanelled arrangement. Among them, there are also persons who had left their jobs abroad and come to Kerala, hoping to get KSRTC jobs.
Now the KSRTC is sending appointment letters to those in PSC ranklist to replace 3861 empanelled workers.
KSRTC has less than 5000 buses and 45000 employees. In that case, the KSRTC is overstaffed. One also has to consider the fact that all 5000 buses will not be in good condition for service always.
Empanelled workers who had to relinquish their job are the victims of KSRTC’s mismanagement that has been going on from time to time.
For the past two days, hundreds of services were disrupted due to lack of employees for duties. Then, it should be probed what has happened to regular employees.
Were the transport buses squarely depending on empanelled workers?
980 services were disrupted yesterday itself.
Does the KSRTC plans to inconvenience KSRTC travellers till the new appointments are made and new persons take charge.
Will this messy system not end?
If the KSRTC is not ready to implement the reports of expert committees for reorganising the corporation administration, hardships of travellers will only increase.
