THIRUVANANTHAPURAM: As response for the BJP’s demand of Presidential rule in the state, the state government will submit photo and video and image proofs of attacks and attackers to governor. BJP had said that there is political unrest in the state due to government sponsored conflicts. Government’s report will however state that 98 percentage of people who were part of those conflicts were BJP-RSS activists.

Government will state that there is no crisis with rule and the attacks are planned. Then it would be difficult for the governor to suggest Presidential rule in the state.

Recently, central home minister Rajnath Singh had asked for a report on the law and order of the state. The governor already shared some details with Rajnath Singh over phone. Written report will be submitted after the state government’s explanation.

Chief Minister’s private secretary M.V. Jayarajan told Keralakaumudi that the state home ministry is gathering as many reports as they can on the attacks. This will be included in the report. The political background of each culprit will be highlighted.

The report will contain details of actions taken by police, arrests, precautionary steps, loss and follow up of cases. “DGP Loknath Behera has been given directions to submit report without any loopholes”, said M.V. Jayarajan.

Four hurdles

Governor

The High Court order that voided Presidential rule in Uttarakhand states that governor is not an agent of central government and discretionary power should only be used in cases of supreme importance. Governor P. Sadasivam won’t be submitting any reports to the central government without checking all possibilities.

Central Government

Article 356, which is used to dismiss state governments, should only be used as a last resort reads the same order that voided Presidential rule in Uttarakhand. Law and order of Kerala is back to normal. There is no need to implement Article 356.

President

The court has the power to review President’s decision so a sudden decision won’t be taken

Police

Conflicts in hartal have led to arrests in groups. Weapons and explosive were found in raids. Troublemakers are kept in precautionary custody. Situation is back to normal after IGs were tasked with supervision.
