It has become the habit of certain top government officers not to important decisions at the right time and interfere in unnecessary things to bring ill repute to the government.
A chain of actions by an official recently, keeping ministers as scarecrows, demonstrate the above fact.
The latest in the series of such action is the decision of certain secretaries in a meeting under chief secretary to dismantle the housing board and house construction department in the Secretariat. This resulted in Revenue minister E Chandrasekharan seeing red and quickly interfering to revoke the decision.
