THIRUVANANTHAPURAM: The Public Administration department has issued guidelines for implementing biometric punching system in government, semi-government and autonomous intuitions, via an order, on Monday.
“The system should be linked to salary software Spark in all departments within six months and in civil stations within three months.
In offices where there are no Spark facility, there should be independent Attendance Management arrangement. Here higher officials should monitor the attendance of the staff.
Department secretaries and head will be in charge of implementing punching system in departments and offices.
All permanent employees should be brought under the punching system.
Adhaar-based attendance arrangement is functioning in the software of National Informatics Centre. The IT machine oversees the progress of installing punching machine across the State.
Department heads can buy attendance machines directly or through KELTRON.
The expense for this should be met using the budget share of departments,” says the order of Public administrative principal secretary Biswanath Sijnha.
Soon after its implementation, more than 5.5 lakh government employees will come under the punching system.
Currently, only punching machines in certain important offices including Secretariat are linked to salary distribution software.
