Indian soldiers usually vacate the posts near the Line Of Control during harsh winters and in 1999 also this happened when Pak soldiers crossed the LOC, leading to the Kargil War. But Pak has persistently denied an incursion by regular Pak soldiers. They even floated a theory that the military operation then was a handiwork of some Mujahideens and Pak Army was engaged only after India created escalated the war situation.
But Pakistan claims were negated as India took back its hills occupied by Pakistan Army. Lieutenant General (retired) Amar Aul, who led Operation Vijay to recapture Tololing and Tiger, recently said in an interview, "when we reached there we found "not 30-40 mercenaries" but "regulars of Pakistan's Northern Light Infantry".
Actual Indian clean up operation began to clear Tololing top on May 22 by Indian military led by Lt Gen (retd) Amar Aul. In two months' time, India recaptured almost all hilltops that Pakistan Army had covertly occupied.
Pakistani journalist Naseem Zehra also in her book, Kargil To The Coup: Events That Shook Pakistan, mentions that regular Pakistan soldiers were sent under the official command of the military and civilian leadership.
