KOCHI: A copy of the Memorandum of Understanding signed between the government and Red Crescent for the Life Mission housing project is out. According to the MoU, a total of Rs 20 crore was estimated for the project which includes constructing a housing complex for Rs 14.5 crore and a hospital for Rs 5.5 crore.

In case of any dispute, it should be settled mutually. There is mention of completion of the project and auditing.

Dr Mohammad Ateeq Al Falahi, UAE Red Crescent Authority General Secretary and Life Mission Chief Executive Officer UV Jose had signed the seven-page MoU on July 11, 2019.

The MoU says that a contract of 10 million dirhams approximately Rs 20 cr was signed between both parties. In it, Red Crescent declares that it is a non-profitable organisation which aims to raise funds for humanitarian works. The Life Mission Project is also termed as a work in association with the state government. Red Crescent declares that they are ready to sponsor Rs 20 cr for the project.

As per the rules, MoU should include conditions of the contract including project objectives, project term, project financing plan and project management and procedure. But, the MoU signed between the government and Red Crescent directed only to settle issues, if any, between both parties mutually and gave freedom to give up the project in case of any issues. Though the government was named as a party in the project, the contract did not mention the financial auditing.
