NEW DELHI: Kerala didn't follow the protocol regarding the Life Mission scheme, the Union government said. The Ministry of External Affairs said the contract will be scrutinized.

There is an ongoing investigation by the ED in connection with a financial scam involving Swapna and group in the cover of a deal penned by the government and UAE government's Red Crescent for Life Mission scheme. The owner of Unitac company who got the tender for construction under the Life Mission scheme told NIA that a commission of Rs 1 crore was given to Swapna Suresh. Chartered Accountant has earlier revealed that a locked was opened with Swapna under the direction of former principal secretary Sivasankar.

The Union government's statement that Kerala didn't follow protocol came amid this.
