It is the dream of those who have seen the doorsteps of school to earn some government job. In Kerala where there are lots of educated men and women, people look up to the constitutional institution like Public Service Commission with great expectations.
PSC has an important position as the largest employer in the state. Appointments to various Government Departments and Public Sector Undertakings are made by PSC.
But since it is the government that creates the posts and informs the PSC about it, things often go according to the policies and wishes of the government.
Although PSCs usually do not have any role in the delay in appointment, they are the ones who face the blame for the delay in recruitment.
Though rules have changes according to changing times, PSC has a lot to change still.
PSC has issued notification for appointments to various posts even when the old rank is still valid.
Those who have made it to the rank lists after passing PSC exams and interviews are impatiently waiting outside when PSC has issued notification for appointments to a number of posts.
PSC can give recommendation for appointment only if vacancies are reported from departments concerned.
It is here that backdoor appointments happen, which has always been a threat to normal job aspirants, who have passed tests and interviews.
Take any government, it can be seen supporting this backdoor appointment clandestinely even when they oppose it in public.
There are temporary employees who have been in service for more than ten or fifteen years. Most of them will be regularised whenever, there is an opportunity.
This phenomenon is seen during the last days of a government’s tenure.
The disadvantages of this radical proposal are two. One is: Those who have qualified and are there in the rank list have to stay out. The second one is: Non-eligible people will sneak into various posts.
Those who enter service through backdoor need not be service-minded or have commitment towards the job. Finally those who are at the receiving end of their incompetent service will be general public.
During the end of the tenure of governments, devious attempts are made to regularize all those got recruited through the back door. The news of many of such appointments do not come out.
Even the current government has been caught in a controversy for regularizing employees in this manner in Kerala Institute of Labour and Employment (KILA). That too despite the SC order against this.
Authorities are looking for ways to regularize people appointed through backdoors even when there is a clear SC verdict that temporary employees should not be appointed in posts where permanent appointments have to take place.
There are rank lists that have got canceled just because the department heads showed reluctance to report vacancies. Of course, this can’t be without any reason. There is strong intention behind this.
Similarly, it is high time that PSC sped up its procedures using the possibilities of digital technology.
There is a long-standing demand that all payroll appointments from the government treasury should be transferred to PSC.
The government has no role to play in the appointment of private school-college teachers. But Salaries and pensions are to be paid by the government.
Unlike in the past, the government will surely be having accounts of kickbacks behind each such appointments.
Last week, the cabinet approved 721 teaching posts in private colleges.
One can easily guess how this is going to benefits the managements. At the same time, the government exchequer will have to bear the brunt of extra burden in this regard.
