THIRUVANANTHAPURAM: Rules have been prepared to make user fee collection compulsory through local bodies for the disposal of plastic waste in the state. Homes, institutions, street vendors, and public event organizers will all be charged monthly fees depending on the amount of waste. The decision is to levy user fees like taxes and arrears. The rules are for the collection and scientific disposal of plastic waste at the source. Fees for homes range from Rs 20 to Rs 200 per month. There is a separate fee for each flat / house in flats and residential areas. Fees will vary depending on the amount of waste in establishments, street vendors, and catering units. User fee collection should be on the receipt stamped by the local authority. The rules will come into effect after the meeting of all the local bodies and the issue of notification.
Fine up to 50,000
Violation of the rules can result in a fine of Rs 10,000 for the first time, Rs 25,000 for the second time and Rs 50,000 for the third time. If it is repeated for the fourth time, the work permit can be revoked for a fixed period.
Green Task Force
Local bodies should hand over the collection, disposal, storage and treatment of plastic waste to the Green Task Force / Agency. They will take the waste to the collection centers and material recovery center.
Fees as follows (depending on the amount of waste)
Plastic bags etc. - Rs. 10–20 (per 100 g)
Rs 10 for other plastic waste (per 100 grams)
For events with more than 100 participants - Rs 250
