The very first announcements of the second Pinarayi cabinet, which came to power on Thursday, will give new hopes and aspirations in the people, leaving an indelible mark on the political history of Kerala. The LDF faced the people in this election with a proud record of almost fulfilling the promises made in the 2016 elections. This time too, the manifesto contained many promises. There is no need to disbelieve Chief Minister Pinarayi Vijayan's assurance that the government is going to start with numerous promises and action plans to be implemented within five years. Because he is characterized by one hundred percent enthusiasm and willpower in putting what is said into action.
The important decisions taken by the first Cabinet are a testament to the pro-people policy of this Government. The decision to bring in a new law to adequately protect the poor and middle class from the threat of foreclosure, one of the vital problems facing the state, is not only the most appropriate in the present situation, but also revolutionary.
Banks, financial institutions and many more are borrowing from ‘blade’ money lenders for unavoidable needs. Money loaned from bank cannot be repaid on time for a number of reasons. It is not uncommon for them to be evicted from their homes. We are the ones who see and hear the tears and endless pain of the helpless who have nowhere else to go. Many people lose their homes due to loans taken for agriculture, children's education and marriage. Banks have been relentlessly pursuing foreclosures with the enactment of a law allowing financial institutions to recover mortgages and lend money. There is no doubt that the new law of the state government will be a death knell for the common man who is facing adverse decisions from financial institutions including the threat of eviction. This will be the most touching decision of the new government.
With the introduction of a new law to prevent the loss of homes due to confiscation, the government will give priority to a comprehensive scheme to declare housing as a right and provide housing to the homeless. This is also an issue of urgent importance. Despite various housing schemes, more than two lakh families in the state are still waiting for their own accommodation. It will be hailed as the greatest achievement of this government if it can build houses for all the homeless families in five years.
A special committee has been appointed to study issues such as poverty alleviation, smart kitchens to reduce the workload of housewives and safety of women engaged in domestic work. Various schemes will also be implemented to increase employment opportunities for educated people. The announcement that the state will be completely garbage-free in five years is also welcome. The current state of the state lags far behind in sanitation.
The ultimate assessment of any government by the general public may be related to government services. For those who approach government offices with an application, the delay in getting the service indirectly affects the government itself. Recognizing this, the Chief Minister on the first day of taking office called the staff of the Secretariat and reminded them that there should be no delay in providing services. It may be recalled that the file that comes in front of every officer is one’s life and it should not be forgotten. This is something that every government employee should always remember. Even though many departments are under e-governance, there is still a long way to go. It has yet to be announced that government services will be delivered to homes online. Hopefully it will be fully possible.
The state is waiting for plans to further strengthen its achievements in the areas of health and education. The plan is to provide employment to 20 lakh educated people. For that, the higher education sector will have to be restructured. Colleges need to move away from being graduate factories to embrace the world of changes.
The Chief Minister has briefed the media on the new schemes and programs to be implemented in various departments of the government. All of them are conducive to the rapid development and growth of the state. Along with this, there are some big projects that the state has been waiting for a long time. Road development projects including National Highways, Light Metros at Thiruvananthapuram and Kozhikode, Half Speed Rail Project, Vizhinjam Port, which is yet to be completed, National Waterways etc. Completion of these will open up huge development possibilities.
