THIRUVANANTHAPURAM: Governor Arif Mohammad Khan in his policy address speech in the assembly criticised the central government. The Centre is not accepting the demand to raise the borrowing limit of the state. This is not suitable with federalism and the central policies in the co-operative sector is a cause of concern, he said in his speech.
