An important change in the law is that construction can start without waiting for a formal permit once the landlord has submitted the plan prepared by the registered licensee and the required documents along with the application for the building permit. According to the new rules, if the permit of the local body is not received within five days of the application, it can be considered as automatically received. In the state, about 2.5 lakh applications for permit reach local bodies every year. With the enactment of the new law, permits can be issued through self-certification for over two lakh applications.

Corruption is the main reason behind the delay. Those who are strict with the common people will turn a blind eye on any violation by the rich who comes ready for underhand payments.
