Many visitors can return just by talking to the concerned officials on the phone from there. People from various parts of the state come to see the ministers and others for various purposes. It doesn't have to be all about the file in the secretariat. What really needs to be regulated is for the entry of those who come in to take advantage of the facilities of governance. Such people have, over time to time, affected the reputation of the ruling party. These restrictions will never apply to any of them. The average visitor who comes for a purpose has never tarnished the reputation of any official or minister. The secretariat is not a place where people should be denied entry through excess restrictions.
