THIRUVANANTHAPURAM: DGP Anil Kant has set out to give a new face to the state police force by issuing a set of directions. Steps have been suggested to increase the efficiency of the police force. He also warned that strict action will be taken against those police officers who illegally detain criminals under the pretext of imposing the law.

Action should be taken as soon as the complaint is received and the safety of the victims of violence should be ensured. Police officers should not comment on social media on matters including politics. The officers should not use their official e-mail address or phone number to open personal accounts on social media.

The complaints of those arriving at the stations should be heard directly by the Inspector. SHOs should give priority to complaints of violence against women and resolve them immediately. Serious complaints should be filed immediately. This should be monitored by the Station House Officer or the DySP. SHOs should also issue receipts for complaints received at stations.

Police officers should not ask complainants to buy stationery items required for the police station. The stations will be given a permanent advance of Rs 5,000 to purchase these items.

DySPs need to know the full details of those arrested and those staying overnight at stations. This is to ensure that there is no illegal detention. Those arrested should be produced in court within the stipulated time after completing the medical examination.

Whether the case is registered or not, an inspection memo should be prepared. If a suspect is handed over by the locals, he/she must be subjected to physical examination. If there are any injuries, they should be recorded on the inspection memo. A medical examination should be done and further action should be taken.
