Mullaperiyar Dam has been issue in Kerala that given sleepless nights for years. With each passing monsoon, the problem will re-emerge and lead to political turmoil, but no permanent solution has yet emerged. The dam was built 125 years ago.
Over time Mullaperiyar dam has been reinforced with various construction techniques. But Kerala has not yet been able to fully convince the Supreme Court and the Oversight Committee that the dam is not completely safe. The dispute between Tamil Nadu and Kerala has been reduced to a minimum of how much water can be stored in the dam. The Supreme Court will reconsider the issue on November 11. Until then, the decision has been made to temporarily allow water up to 137.5 feet. Beyond this dispute, steps should be taken on the part of Kerala to convince the Supreme Court to allow Kerala to build a new dam. Tamil Nadu argues that a new contract will be required when the new dam arrives and therefore should the new dam is not necessary. Governor Arif Mohammad Khan and Chief Minister Pinarayi Vijayan have repeatedly stated that Kerala needs a new dam. It is natural for Tamil Nadu to be worried about the new agreement. They fear that they will lose control and lose the amount of water they are getting. Such issues can only be resolved through negotiations. The Supreme Court and the Central Government have been able to resolve many complex issues like the Babri Masjid. Therefore, consultations and steps are needed to resolve this issue in a manner that is not detrimental to Tamil Nadu and Kerala. The governments of both the states should be responsible and mature so as not to be seen only as a dispute between the two states. Kerala is a country that has been hit by two major floods. The Supreme Court has also ruled that the water level in the Mullaperiyar is a matter of concern. Now is the time to effectively address the need for a new dam. Even if more water is released to Tamil Nadu, the construction of a new dam is essential for the safety of Kerala. Kerala should take steps to convince the Supreme Court and the Supervisory Committee scientifically without mixing politics in these matters. For that, the current status of affairs, which only becomes controversial when the water level rises from time to time and then cools down, must change. The Left government in Kerala currently has good relations with the DMK government in Tamil Nadu. They converted futile lands in five districts of Tamil Nadu into farmland with the water of the Mullaperiyar. Therefore, Tamil Nadu will not accept any decision less than that. They also know the price of water better than we do. At the same time, it is a water bomb that will affect the lives of 35 lakh people in Kerala in case of any disaster. With all this in mind, one can expect a just solution from the Supreme harming the interests of both states.
