THIRUVANANTHAPURAM: The MG university had ignored the recommendation of the Financial Audit Department to send back illegally appointed employees, including CJ Elsy, and to take action against the syndicate members who had taken the decision. If the recommendation made two years ago had been implemented, several people, including a 2017 syndicate member, would have been arrested for corruption. This 2017 syndicate member later went on to become a former minister's private secretary.
The Financial Audit (NTG) department had found that the move to create more posts to appoint employees, including Elsy, as University assistants, was illegal. The report was submitted by the Financial Audit Department on January 22, 2020, following a complaint filed by the Save University Forum alleging irregular promotion in MG University.
The main finding was that there were irregularities in the by-transfer appointments. It was found that the change in the rules in 2017 to give promotions to those including Elsy was illegal and that promotions were given in 28 posts instead of 10 promotions as per the law. The report also recommended that those who were illegally appointed should be sent back to their old posts.
There are 238 posts in 3 categories namely Entry Cadre Assistant, Promotion Posts Section Grade and Assistant Section Officer. Until then, 4 per cent of the entry cadre in MG had been earmarked for peon promotion. There are 10 such posts. However, the provision was amended and 4 per cent of the 714 posts were set aside for peon promotion. With that, the number of posts increased to 28 and many, including Elsy, got promoted.
