THIRUVANANTHAPURAM: The government's policy that the people are not spectators but guards had a successful beginning in the public works department. The DLP reform (Defect Liability Period) introduced in Public Works Contract Works to ensure quality and maintenance of public works will reach its target this month. DLP Boards have been set up in more than 2,150 public works in the State, including 160 works and 60 bridges on the National Highways, in more than 1,300 projects currently under DLP period. The project that reached 100 percent in Kollam, Pathanamthitta and Kozhikode districts will be completed by the end of this month. After this government came to power, Public Works Minister PA Mohammad Riyaz took special interest in implementing the DLP reforms.

DLP

The publication of the Defective Liability Period (DLP) is the beginning of the process of enabling public monitoring of construction work. There is a rule that once a work is done, the contractors who undertake the work must maintain it for a specified period of time. Officials also have a responsibility to ensure that it is carried out. Maintenance periods range from six months to five years, depending on the nature of the work.

The board will be placed at both ends of the completed roads and bridges. If there is a fault with the construction, the public can notify the contractor or officials. If they do not intervene, the Minister's Office can be informed through the toll-free number.

DLP duration

1. 5 years including mechanical, electrical and electronic work in building, bridge and road construction

2. New Road BM & BC Surfing-3 years

3. New Road Non-BM & BC- 2 years

4. BM and BC surface polishing- 2 years

5. Surface polishing 30 mm thickness BC- SDBC- 18 months

6. Surface renewal 20mm chipping carpet- 1 year
