THIRUVANANTHAPURAM: The state government has clarified that the chancellor position need not be given to the governor. The government has stated its position in the report of the Madan Mohan Punchhi Commission appointed to recommend changes in the conditions of Center-State relations. In 2016, the commission's recommendation was sent by the central government to the states for their views.
The government has made it clear that the governor can remain in constitutional power but the position of chancellor is an unconstitutional power. The government will also inform the Centre that there is no need to increase the number of Rajya Sabha members. The final decision on the report is to be taken by the Central Government.
The Law Secretary was tasked with submitting a report to the State Government on the Commission's recommendations. The Secretary's report said that the governor's actions should be in the interest of the state government. Even during the UDF government, it was decided that the post of chancellor need not be given to the Governor.
