The CPM state convention which concluded in Ernakulam on Friday has a lot to offer to Kerala. It demonstrated the organizational excellence along with the strength and potential of the party. The party, which gives importance to discipline, has completed the four-day conference proceedings while fully maintaining that tradition. It should also be noted that there was no significant criticism or criticism against the leadership. This is a political advantage that no other party in the state can claim.
The conference approved many changes. New persons have been added and few were omitted in the state and district committees. Eight new members have joined the secretariat and 16 new members were added to the state committee. Some of the senior leaders had to resign because of party's age limit ban on office-bearers over the age of seventy-five. Of these, only Chief Minister Pinarayi Vijayan has been given concession. Kodiyeri Balakrishnan has been elected as state secretary for the thirs time. It is sure that his continued tenure will benefit the party as well as the government. This strengthens the cordial relationship between the party leadership and the government. While the representation of women in the State Committee has increased, there is only one woman in the Secretariat. Criticism may arise against the exclusion of women from higher positions in the party, despite the argument that women should be given due representation in all constituencies. It may also be criticized that some of deserving youth leaders were unnoticed.
The highlight of the Ernakulam Conference will be the adoption of a new policy for the creation of a new Kerala aimed at the next 25 years. If the recommendations put forward by the development policy related to the education and industry sectors are properly implemented, the benefits will be huge. Chief Minister has reacted harshly against many issues in the trade union arena especially 'Nokkukoli' system. Even the High court has invloved in this issue several times. Workers and their leaders must recognize the fact that this anti-social system, which is feared by businessmen, merchants and the general public alike, has no place in civilized society. Trade unions should also be prepared for compromises and changes. The relevance of development proposals will depend on how well organizations are prepared for it.
The development of education and health sectors are important factors in the creation of a new Kerala. Rapid development will only be possible if there is an increase in foreign and private investment in these two sectors. CPM has previously raises strong oppostition to foreign capital investment in education. But such investment is needed for development. Thousands of youth are moving to other states and abroad in search of higher education. Not only private medical colleges but even medical universities are possible. The mass return of medical students from Ukraine is an oppurtunity to see such possiblities. The government should provide all possible assistance to the private sector to start higher education centers with an effective control over fees and admission issues.
The second Pinarayi government is going to celebrate its first anniversary. While there are numerous achievements to be reckoned with, still there are a number of areas that the government needs to focus on. The main point is the corruption and mismanagement that exists at the governmental level. This should change. Speedy administration is required so that it will not pave way to corruption.
Existing deficiencies in the service sector were not discussed at the party conference. The neglect and delay faced by the public from the officials is a serious matter and an important issue which requires govt attention. It is the bureaucrats who increase and decrease the image of the government among the people. Therefore, their approach to the public needs to be exemplary. As CM addressed the gathering, he spoke about some of the undesirable trends seen in the police. Party representatives had also voiced concerns that the police were increasingly taking steps to tarnish the image of the government. State Secretary Kodiyeri Balakrishnan's reply that the police should act in accordance with government policy and not the party stand was also noteworthy.
