Thiruvananthapuram: A referral Board will be constituted to make the grading based on the marks for the promotion of gazetted officers flawless. The referral board will be constituted within a week.
The referral board will examine the complaints about the mark of the confidential report on the new grading. If an error is found, it will be corrected and the grade will be changed.
When there was A, B, C, D grading, the grade was determined by two superiors based on the information provided by the officer. If there is a deficiency in the grade given by the first person, the next officer can correct it.
Service organizations are opposing numerical grading. The organizations had made this clear at a meeting called by the chief secretary in December.
Recommendation of the Administrative Reforms Commission that promotion of gazetted officers must be made on the basis of marks will be made applicable to employees of all departments except special categories.
Other departments will also be given the questionnaire prepared on the model of the questionnaire prepared by the Personnel and Administrative Reforms Department to record the Confidential Report of gazetted officers
