The government's constant justification for not implementing things is that there is no money. But many things don't materialize even if there is more than enough money. Despite having a fund of Rs 26 crore, the scholarship amount cannot be sanctioned for the children of the poor to study medicine. We published detailed news about this on the front page of the daily. This scholarship has not been awarded since 2019. This is given to an average of 60 students a year. The scholarship has been suspended for two years now. The children of the poorest get this benefit. These students are also at the top of the entrance rank list. They have only one disadvantage-it's the lack of money. The government has designed this scholarship with the good intention and purpose that there should be doctors from the lower strata of the society and that it should not be hampered by lack of money. But the government also has a responsibility to give it legal effect. If a special law had been enacted for this purpose, the scheme wouldn't have faced any problems.
The government's pride scheme, which is aimed at paying the fees of the studious children with weak finances who get allotment in self-financing medical colleges, has been stalled from 2017-18. The scholarship was made available by charging an additional Rs 5 lakh along with the fees from those admitted under the NRI quota. This money was transferred to the govt's corpus fund. This also includes government share. Scholarships range from Rs 6 lakh to Rs 8 lakh per student. Some parties approached the court against this. The court pointed out that a special law is required to pay such fees. With this, the scheme was stalled from 2019 onwards. It does not take even a week to issue an ordinance for this. The legislature has met several times. But to date, the government has not done that. Opposition and student organizations have not come forward to point this out as it is a matter of children of the poor.
If the government is not ready to bring in special legislation, there is another way forward. That is to approach the Supreme Court. It is sufficient to prove on appeal that the corpus fund was created on Supreme Court's order to award scholarships to the poor and that a similar order has been issued by the apex court. The government has been playing idle for the last two years, citing an appeal pending before the Supreme Court. The Supreme Court would have considered it earlier if it had tried to convince it of the importance of the appeal. Scholarships are available for the children of daily wagers. Justice R Rajendrababu, chairman of the Fee Fixation Committee, said he had asked the standing consul to expedite the case in the Supreme Court. The immediate intervention of the ministers of health and education is also required.
