THIRUVANANTHAPURAM: The MG University PVC Dr CT Aravindakumar Committee appointed by the government to study the exam reform has made an interim recommendation to the government to change the university exams from memory tests to knowledge tests and to increase the internal marks to 40 per cent. The committee also recommended that the assessment record be kept in the college as a public record that can be checked by anyone.

The continuous evaluation system should be implemented where a student is constantly evaluated by the teacher. Teachers should be trained for this. Internal marks should be 50%. The exams should be changed to the objective method. Mini projects and seminars will be made mandatory. Open book examinations should be conducted for undergraduate and postgraduate courses.

Colleges should be given the opportunity to conduct examinations and evaluate the first semesters of degree courses and the alternate semesters of PG courses. The question paper should be prepared by the University while the answer sheets will be assessed by teachers of respective colleges. About 20 per cent of these answer sheets should be checked outside the university to prevent irregularities. Outdated rules in universities should be changed. The components for continuous evaluation should be published at the beginning of the semester.

Results should be published within 30 days

Results should be published within 30 days after the examination. The revaluation should be completed within 15 days. Any certificate must be received within 15 days. Certificates must be made available within 15 days after submitting the application. UGC accredited universities must recognize each other and issue a Certificate of Equivalence and Eligibility. If the internal marks are low, the complaint can be made first to the department and then to the college principal. If not resolved, a complaint should be made to the Syndicate or the Controller of Examinations. If there is a big difference in the internal and written test marks, a re-evaluation should be done. Questions should be from the question paper bank for all courses.

An onscreen evaluation should be carried out in which the answer sheets are scanned from the examination centre and sent digitally to the teachers for evaluation and they are digitally evaluated. In this way, there will be no problem of losing the answer sheet. The revaluation should also be made fully onscreen. The answer sheets of the applicants will be scanned and published on the website. The student can pay after consulting with the teachers. This will help increase the reliability of the revaluation and make the evaluation more efficient. The final report will be submitted next month.

The commission has also recommended a general entrance examination at the university level for all PG courses.
