KANNUR: Even when cess is being levied from houseowners for construction workers welfare fund, workers are yet to get the pension. Cess applies to houses built after 1995 costing Rs 10 lakh and above. Cess dues since 2010 are collected through Labor Office. Notice was given to 5 lakh people.

Cess is charged apart from tax on construction materials, building tax on local bodies, luxury tax and one-time tax. There are also many housewners who have paid huge amount of cess based on wrong information. Cess is also payable on buildings where commercial establishments operate.

Membership in welfare fund is open to workers above 18 years of age. Documents proving work experience and date of birth should be produced. There are those who have taken the membership only for the benefit.

Those who have received due notices are visiting the district labor offices. The due can paid in installments. Apart from the first building tax receipt, the building permit, completion certificate and one-time revenue tax receipt should also be produced.
