THIRUVANANTHAPURAM: Governor Arif Mohammad Khan is likely to sign on Wednesday those bills which are not legally and constitutionally problematic among the 11 bills passed by the Assembly. The governor scrutinized the bills yesterday. Raj Bhavan officials explained to him the circumstances under which the Bills should become law. It is reported that the governor may sign the bills today.
The Governor, who will leave for Delhi this evening, will return on October 3 after attending events in Guwahati, Maharashtra and Delhi. The move of the governor is to sign the bills before the trip and hit back at the critics who are accusing him of causing a constitutional crisis in the state. However, he is unlikely to sign controversial bills such as the Lokayukta amendment bill and the University amendment. The Governor has assessed that the existence of the Lokayukta will be threatened if the amendment bill becomes law in such a way that the orders of the Lokayukta can be reviewed by the Assembly, the Chief Minister and the government.
The governor believes that if the vice chancellor appointment amendment becomes law, he will be bound to accept the appointment recommendation given by the government and the independent character of the appointment of VC will be lost.
The governor has demanded the chief secretary that the departmental ministers or secretaries should come to the Raj Bhavan and explain the bills before he signs them. The governor also wrote to the CM stating that personal staff should not accompany the ministers to the Raj Bhavan.
