KOCHI: The Amicus Curiae has submitted a report in the court suggesting that Motor Vehicle Inspectors and Assistant Inspectors must do a minimum of six hours of enforcement duty. In addition, the enforcement officers must be completely removed from ministerial duties. The High Court had asked for a report after the Vadakkanchery accident.

There are seven suggestions in the report submitted by the Amicus Curiae.

A minimum of six hours of enforcement duty time.

A Road Safety Commission is to be posted with an independent charge. Currently, the responsibility is handled by the Transport Commission.


The Regional Transport Offices and the Safe Kerala Squad must be under the Safety Commissioner.

MVIs and AMVIs spend most of their time on driving tests and vehicle inspections. They are doing only two hours of enforcement duty. They must be brought under the Road Safety Commissioner and the Enforcement RTO.

If the enforcement officers at ministerial duty and 120 more vehicles are available, they can be used for vehicle inspection. Their clerical/ministerial duties must be stopped immediately.

The decision to transfer the charge of the project Safe Kerala from the Road Safety Authority to the Transport Commission must be revoked immediately.

The government must give approval to Automated Testing Centers for fitness testing as suggested in the Motor Vehicle law.
