The laws are made by legislators and the rule is that they must be obeyed. The government is bound to show exemplary conduct for that. However, it is found that government departments and corporations fail to follow the laws. Authorities lose no time to cut the electricity and water supply of common people who fail to pay small arrears. There are incidents where suicides were committed because the authorities cut the power supply.
However, if government departments fail to clear their arrears to the tune of crores, the connections are not cut. This is an example of two justices in one place. The government, which should have become an example, is foremost in violating the rules.
The local self-governments have an amount of Rs.964.84 crores to pay the Water Authority. The amount to be paid by various government departments is Rs.350 crores. This huge amount was a result of not paying the bill on time for years.
The bill amount of the Chief Minister's and the Ministers’ residences amounts to lakhs of rupees. The responsibility to pay the arrears of their residences does not lie with the Chief Minister or the ministers. The tourist department officials are entrusted to pay the amount on a timely basis. What we can infer from this is that, the officials have not paid it, or that the finance department has not given them the money when asked for it.
If the bill amount was paid on a timely basis, the arrears would not have added up to become this huge. The finance department only agreed to pay Water Authority the dues of Manmohan Bungalow only when the news of the Rs.39 lakhs arrear hit the news.
The total amount due to Water Authority till July is Rs.1878 crores. Out of this amount, Rs.1287 crore is the arrears of government public organizations and local government bodies. There are government offices that have not paid its bill since 1990. Even if this is received the Water Authority cannot fill the huge loss it is facing.
It is calculated that the Water Authority’s total loss since its inception stands at Rs.4000 crores. If the arrears are collected at least half the amount of the total loss can be filled. The reason for not paying the dues might be because of the mentality of government officials questioning the need of paying money from one government department to another for services. These officials do not realize that by not paying the bill amount, they are stalling the work of the Water Authority.
Any organization will be in trouble if money is not received on time. The government, which is not paying dues on time, is actually fooling the common citizen who clears his arrears on time. The government departments think that as they are part of the government, the Water Authority will not cut their water supply. This is not the same for common people. They have to follow the law even if they see the government violating the laws in front of them.
