THIRUVANANTHAPURAM: The discussions have started to convene the assembly session from December 5 to 15 for important legislations including removing the Governor from chancellor post of universities. The plan is to adjourn the session on the 15th and then resume after Christmas until January. This is to avoid the governor's policy address. Even if it session ends in January, the assembly will have to meet in February to pass the budget.
The rule is that the first assembly session of the new year begins with the governor's policy address. This can be avoided if the session started in the previous year continues into the new year.
In 1990, the same strategy was used by the Nayanar government to get rid of then governor Ram Dulari Sinha. The session started on December 17, 1989 and continued till January 2, 1990. After Ram Dulari Sinha passed away in February, the new governor came in and presented the policy address. The government and the governor were locked horns then because the governor appointed some members to the senate of the Kerala and Calicut universities by rejecting government nominees.
