THIRUVANANTHAPURAM: The Governor will not act hastily on the Cabinet's ordinance to remove him from the post of Chancellor of the state universities. This is in a situation where the government has started moving to pass the bill together with the assembly.

Governor Arif Mohammad Khan, who is in Delhi, will return on the 20th. The cabinet meeting on November 16 is likely to recommend the governor to convene the legislative session. Once the governor approves this recommendation, the ordinance will be repealed. Then, if the assembly passes the bill, the governor can take action on it. The governor, who has repeatedly reiterated that he will not pass judgment on the ordinances, had earlier made it clear that he would leave it to the President. If the legislature passes the bill, the Governor can withhold it or send it to the President. Raj Bhavan may also seek legal advice in this regard.

As per the constitution, there is no time limit for the governor to hold the bill. Arif Mohammad Khan has already withheld four bills without signing them. So the future of the new bill is unclear. The government has decided to start a legal battle against the governor who is withholding the bill. But even if the bill is sent to the President, the state government cannot do anything until it is passed. The legal advice received by the government is that there is no legal basis for sending an ordinance or a bill to the President on a matter under the jurisdiction of the state. With this, the government decided to order both and go ahead.
