THIRUVANANTHAPURAM: While the government is trying to avoid the Governor from saying the government’s policies at the legislative assembly, some others are of the opinion that it would be inappropriate to stop the Governor from reading out the government’s policies.
According to the guidelines, it is necessary that the Governor reads out the government’s policies at the first assembly meeting every new year. Some say that the Governor will read out the government’s policies and it would be inappropriate to lower his constitutional position.
However, there is also a question of how the Governor, who is in conflict with the government, will read out and explain the government’s policies and its successes. In this background, the government might continue the December assembly meeting well into January to avoid reading the government’s policy announcement.
Some in the left corners suggest that making the Governor read the government’s policy statement is a success. Even if the policy announcement is avoided, on Republic Day, the Governor will speak to the people of Kerala. The Governor must outline the government’s policies in that speech as well. In this situation it is better to build up a consensus in the issue.
The Governor’s conflict with the government might cause paralysis in the governance in the state. The Governor has withheld many bills that were passed by the legislative assembly. If this conflict continues it will harm the governance at many levels.
The cabinet has asked the Governor to call the Legislative Assembly from 5th December onwards. It is agreed that the assembly is to continue till 15th. It would be interesting to know how the Governor will react to the bill that is meant to take away his position.
