Chief Minister Pinarayi Vijayan had informed the assembly the other day that steps are being taken to make recruitment through PSC for government service more transparent and scientific so that complaints do not arise. He also mentioned some other measures along with that. One of the special things is to introduce a new system where PSC can directly know the vacancies. Presently appointment orders are issued to the candidates from the PSC rank list as per the notification of vacancies by the head of the departments. As this system has given many complaints, the government is thinking of a new method. Even if there are vacancies there is a lot of delay in notifying the PSC in time. The motive behind this is to deliberately delay and create opportunities for backdoor appointments.
The government has warned that strict action will be taken against the head of the departments if the vacancies are not reported on time. No significant result is seen. Even if you somehow get into the rank list after writing the exams, the recruitment process will be done only if the vacancies are reported to the PSC. In this matter, the deceit shown by the heads of the department and the back door appointments which are being done under the cover of it are constantly causing complaints and accusations. The rank lists are usually cancelled when the due date is reached. Joining the service before that is the ardent desire of every candidate.
The chief minister also admitted that there are flaws in the present system of reporting vacancies. Taking this into account, a new system will be introduced that will enable the PSC to know the vacancies without the head of the departments reporting them and take the appointment process accordingly. When a candidate joins the service and when he retires is also known in advance. If special software is installed and maintained, new appointments can be made in proportion to retirements. No need to wait for the head of the departments to report. Since the rank lists are always ready, recruitments are done accurately without losing any time. This system, which looks good at first glance, should be implemented as early as possible after authentically evaluating its pros and cons. Many rank lists are cancelled without making even a single appointment. The new system will also put an end to the injustice of filling up vacancies through backdoor appointments without informing the PSC. In this age of e-Governance, exams, preparation of rank lists and other appointments are very easy. It's just that the software developed for this needs to be extremely efficient.
Candidates are always haunted by the reluctance and ulterior interests shown in filling the vacancies even after winning the competitive examination and getting placed in the rank list. Candidates will get justice only if such vile tendencies are prevented.
