THIRUVANANTHAPURAM: Yearly projects in the state are dragging on due to the financial crisis. Only 57.63% has been completed till February 16. This is the least compared to previous years. At the same time last year, 63.93 percent, 68.5 percent in 2020-21 and 65.6% in 2019-20 were completed. If it goes at this pace, the implementation of the project will not even reach 80 percent. Local institutions will be most adversely affected due to this. 2020-21 saw the highest completion of the annual plan at 97.97%. The projects should be completed by the middle of next month and the bills should be submitted by March 31. There is also concern about the possibility of getting payment even if the bills are submitted. The lack of approval by the Centre to borrow and the lack of liquidity has put the government in a crisis. Meanwhile, the government has asked to submit a report for the next year's project. The plan should be prepared with emphasis on areas such as poverty alleviation, waste management, local economic development, entrepreneurship and job creation. This year's participation is the same for next year. Gram Panchayats and Municipal Corporations should submit their annual plan to the District Planning Committee by February 25. The committee will give its approval by March 3. The gram panchayats have to upload the projects for the utilization of the 15th Finance Commission grant on the central government's e-Gram Swaraj portal by March 8. Block and district panchayats have till March 3 to submit their annual plan to the district planning committee. The committee will give approval by March 7. Projects should be uploaded on the e-Gram Swaraj portal by March 10.
