THIRUVANANTHAPURAM: The ministers will meet the governor today to brief him on the bills pending before him. Ministers P Rajeev, R Bindu, VN Vasavan and J. Chinchu Rani will meet the governor at 7.30 pm today. Governor Arif Muhammad Khan will reach Raj Bhavan at 7 pm today after his North India visit. A dinner is also arranged at the Raj Bhavan for the ministers.
The ministers will have a special discussion with the governor today regarding important bills that have not been signed yet by him. Minister R Bindu will brief the governor on the bill to remove the governor from the post of chancellor of universities and the bill to strengthen the government's supremacy in the search committee for VC appointment. Law Minister P Rajeev will also explain about the bill which limits the powers of the Lok Ayukta. After the meeting, the ministers are also invited for a dinner at the Raj Bhavan.
Meanwhile, the governor is preparing to appeal to the Supreme Court after rejecting the three-member panel given by the government to remove KTU VC Dr Ciza Thomas and appoint another VC. The government gave the panel list to the governor after the High Court accepted the authority to recommend the panel on the appointment of temporary VC. Director of Technical education TP Baiju Bhai, former academic dean Dr Vrinda V Nair and Kottayam Rajiv Gandhi Institute principal and syndicate member Dr. C. Satish Kumar are on the panel. All three of them are retiring this year.
However, the governor's stance is that the Supreme Court's order which dismissed the former VC Dr. MS Rajashree states that the government should not interfere in the appointment of VC and with that the provisions of the technical varsity act are irrelevant. The legal advice received by the governor is that he can file an appeal showing that the High Court's order that allows government to submit the panel is against the Supreme Court's order.
The High court had rejected the higher education department's quo-warranto plea that Ciza Thomas was not qualified and she should be removed from her post. They confirmed her appointment and declared her qualified. Ciza Thomas was able to facilitate the examination, declaration of results and distribution of graduation certificates. She was appointed as VC by the governor by rejecting the government's recommendation. According to the appointment order of Ciza Thomas, she can continue until the next order of the governor. When Ciza Thomas retires on March 31, the governor can decide on the next step.
