THIRUVANANTHAPURAM: The bill to form a temporary syndicate instead of Calicut senate and syndicate will not be presented in the assembly today as the governor has not given permission.
The bill was published on the assembly website as it was included in today's list. The government backed down when the governor tightened his stance. Governor Arif Muhammad Khan who is in North India will return in the first week of March. A decision will be taken after that.
The government's move came as the term of the senate and syndicate ends on March 5. The governor is of the stance that he will not give approval to the bill that takes away his chance to prepare an alternative system of governance for up to a year.
As it is a financial liability bill, it can be introduced in the assembly only with the approval of the governor.
In addition to the ex-officio members, the draft bill provisions state for the nomination of 13 new members. The governor's approval is required for the presentation as the money has to be spent from the accumulated fund.
It is reported that the governor is making a move to form a temporary governing body by excluding politicians and including academic experts.
