NEW DELHI: The NIA has submitted a report to the Union Home Ministry that UAPA should be imposed against Shahrukh Saifi, the accused in Elathur train attack. With this, it became clear that NIA will take over the investigation of the case. The Union Home Ministry’s decision will be crucial.
The Union Home Ministry had sought a report from the Kerala government regarding the arson attack. The government has not submitted the report due to incomplete police procedures. Meanwhile, the NIA has given a report directly to the Centre.
NIA DIG Kaliraj Mahesh Kumar's team had come from Bengaluru to Kozhikode to question the accused. Based on that, a report prepared in consultation with NIA's Chennai unit and Kochi unit was submitted to the Centre. NIA also contacted the special team of Kerala Police interrogating the accused. The NIA’s conclusion is that UAPA can be imposed based on the nature of attack and the details received.
Kerala Police is hoping that there will be a breakthrough in the case soon. The police have come to the conclusion that Shahrukh's actions are planned. Central agencies also believe that individuals or organizations may be behind it.
Test dose?
There is also doubt that the train arson attack was a test dose before another big attack. It is not clear whether Shahrukh had received any professional training. It is observed that if he had been trained, the accused would not have suffered burns and would not have carelessly left the bag.

No health issues
In the medical examination conducted by Kozhikode Medical College Head of Medicine Dr Jayesh Kumar, it has been found that Shahrukh Saifi does not have any serious health issues. So, the police have decided to continue the interrogation.
