THIRUVANANTHAPURAM: The KSEB is trying to cover up Rs 2315 crore loss that can be avoided by implementing the smart meter system. They are trying to put that burden on the shoulders of the consumers. KSEB have submitted an application to the Regulatory Commission to increase 41 paise per unit.

According to Power Finance Corporation, KSEB's one-year transmission and distribution loss value is Rs 2315 crore. The proposal of the central government is that this loss can be avoided if smart meters are introduced. KSEB have decided to increase charge by 41 paise per unit ignoring the Centre’s proposal. It is estimated that there will be a loss of Rs 2939 crore in the current financial year.

RDSS (Revamped Distribution Sector Scheme) is a scheme of the Union Ministry of Power to reduce transmission and distribution losses. Smart meter is a part of this. Kerala will get Rs 10,475.03 crore for this. 2606.24 crore is available as non-repayable grant. Rs 8175.05 crore of the amount granted to Kerala is for installation of smart meters.

Ultimatum and crisis

The Centre had given an ultimatum to implement smart meters in December. KSEB invited tenders twice but the process stalled due to opposition from left unions. The tender was called again last week, but Electricity Minister K Krishnankutty gave instructions to KSEB Chairman and Additional Chief Secretary to stop the proceedings.

3 time zone is a benefit for people

If smart meter comes, prepaid and postpaid system can be implemented similar to mobile phone services. Time of day (TOD) can also be converted to meters.

Zone Timing:

1. 6 to 10 pm

2. 6 am to 6 pm

3. 10 pm to 6 am

By time zone reading, it is possible to avoid the peak hours and give a discount on the electricity used. As per the current law, 25 per cent discount can be given.

Smart Meter and operation

A smart meter is a digital meter used by consumers in households to record electricity consumption. Currently, analog meter is being used. Power consumption can be tracked using smart meter.

The efficiency of billing and collection will be improved. The arrears will be reduced as prepaid facility is available.
