A number of irregularities have been found in the lightning inspection conducted by vigilance in the Jalanidhi clean water supply project. It has been found that substandard materials have been used and more amount was collected from the beneficiaries to be split later. Irregularities were discovered during the inspection conducted by vigilance under the name of Operation Delta in 46 Grama panchayats and project areas. Allegations of demanding bribes to sanction money for completed projects in the Jalanidhi scheme have been heard before as well, but the investigation has shown that full funds were sanctioned even for uncompleted projects, and these are serious errors. Some officials are turning such schemes, which are meant to benefit the people, into opportunities for making money. Vigilance had received complaints that the contractors in projects undertaken by grama panchayat level activity committees, which are private individuals only, are actually benamis. Contractors have shown falsehood in many ways. Pipes to be laid deep were not installed like that but were laid not too far below the surface. The high amount meant for the project was still endorsed with the help of an engineer's certificate that approved that the pipes have been laid deep. Funds were taken lying that public wells have been deepened further.
Poor-quality pipes and motor pumps are used in many places. This is the biggest disservice they have done because such materials will go bad in many places before the project is over. All the money spent on the project will be wasted by such irregularities. Many such projects have not performed well and the government has lost crores of rupees because of this. In short, it became a 'Nidhi' for the officers in charge and not for the people. Therefore, it is necessary to conduct a detailed investigation in all the panchayats where the Jalanidhi scheme has been implemented. Only then can the extent of corruption be discovered. At present, the project is in a dead state in many places. In some places, the project was implemented without ensuring water availability, so the benefits are not reaching the beneficiaries. It was also discovered that more amount was collected from consumers in Malappuram, Kottayam, Wayanad, and Thrissur districts.
It has also been found that the water pumped directly from the aquifer is supplied to the consumers in many places without even being treated. These irregularities were found during the lightning inspection conducted from morning to evening. Therefore, a detailed follow-up study is required in this regard. The perpetrators and accomplices must be caught. Those who managed to mix corruption even in the drinking water supplied to people must be punished no matter how high-ranking they are. The government should take immediate action after receiving the vigilance report.
