KOCHI: Tri-level regulatory committees will be formed to control fees in CBSE, ICSE schools and unaided schools following the state syllabus. The Director of General Education informed the High Court that the guidelines for this have been submitted for government's approval.
This is in a petition demanding a legal form for fee determination in CBSE schools. Based on the explanation, the Division Bench comprising the Chief Justice disposed of the petition.
Instructions
▪︎School, district and state level committees are required
▪︎The fee will be determined according to the facilities of the schools
▪︎Three PTA representatives on school level committee
▪︎Committees should meet once in three months
▪︎Fee will be set after considering expenses like salary, water, electricity, lab etc
▪︎Schools should not charge fees more than what is fixed by the committee
▪︎Do not charge any fees without giving a receipt stating the reason
▪︎No head fee and re-admission fee
▪︎If the school-level committee fails to determine the fee, it should be left to the district-level committee
District Level Committee
▪︎ Chairman will be the Deputy Director of Education
▪︎ Convener will be DEO
▪︎Representative of school managements
▪︎Committees should be constituted by 31st December every year
▪︎Can decide on fee determination complaints
State Committee
▪︎Eight member committee chaired by Director of General Education
▪︎Convener will be the Additional Director
▪︎The orders of district-level committees will be checked
▪︎ If the order of the district-level committee is not followed, there will be intervention
▪︎If the order of the state committee is not followed, it will be reported to the government
