THIRUVANANTHAPURAM: The private company that procured cameras, software and computer systems for Keltron in the AI camera project gave out subcontract for Rs 75.32 crore. This is according to the figures released earlier. For the same camera system, the amount recorded by Keltron in the report given to the Department of Motor Vehicles is Rs 128.15 crore! Keltron has published a report on its website that details the fraud. It is indicated that the numbers justifying Keltron may come later.

Seven documents ranging from tender documents to project reports were published on the Keltron website after more evidence regarding AI camera transactions came out. The other day, Minister P Rajeev had asked Keltron to make the contract documents public.

Government's administrative approval, work order, agreement with transport commissioner, tender, agreement with SRIT, project report and final price list were published. Meanwhile, the subcontracts awarded by SRIT were not published. Technical evaluation report is also not included in this.

Following the minister's request, the Keltron project report was handed over. In this report, Keltron points out that the Bengaluru-based company that had subcontracted the project had informed them that it had been subcontracted again. At the same time, the report also states that they have no connection with the subcontracted companies. According to Keltron's report, they will get Rs 6.40 crore for acting as project management consultant for the project, Rs 66.92 crore for setting up and maintaining control rooms, and Rs 5.68 crore for distributing products.

This is a violation of the rule that a project consultant should not act as a product distribution company. The Industries Secretary, tasked to look into the transactions, has launched an investigation. The inconsistency is that the consultant Keltron itself was contracted for the AI cameras. In the order issued by the government on April 18, it is said that 'the project is being approved because the money has been spent and it is no longer possible to cancel the order of the Transport Commissioner'.
