MALAPPURAM: Local Self-Government Minister MB Rajesh said in a press conference in Malappuram that he will seek legality in whether it is possible to kill aggressive stray dogs. The High Court will be approached demanding that Kudumbashree be given the responsibility of sterilizing the dogs again. Relaxation of central rules will also be demanded in court. This is in the background of the death of a differently-abled child in Kannur after being attacked by a street dog.
Animal Welfare Board banned Kudumbashree in 2021. Stray dog sterilization went awry when Kudumbashree's recognition was withdrawn. Legal circles will be consulted on whether it can be done under CrPC 133F, which allows the killing of aggressive wild animals. Drastic change in central rules is necessary for stray dog control to be effective, said the minister.
There is no funding problem for sterilization, 10.36 crores have been allocated for the current year. Only 479 local bodies have submitted the project. Other local bodies have been asked to allocate funds urgently. Dumping of slaughter waste in public places is the main cause of the stray dog problem. The minister said that the district-level enforcement squad will look into the matter.
1,000 people for catching dogs
There are 428 trained dog handlers in the state. 1,000 new people will be trained. The list has been sought from Kudumbashree. ABC centers will be started in veterinary hospitals where space is available. Police will seek sought if there is local opposition.
