Although many laws are passed that will benefit the people, it is not right that there is a delay of years in their implementation. Laws imposing fines are being enforced swiftly. The government is not very diligent in implementing the laws that cover the arrangements and services for the convenience of the people because often it incurs more cost to the government and hence the finance department opposes it. With that, even the passed laws will remain just on files.
No action has been taken so far to implement the Integrated Transport Act passed by the Legislature, which would coordinate and make various modes of transport available for journeys. The main proposal of this law is to prepare a system that combines the modes of transport such as bicycle, bike, auto, car, bus, train and ship. This is the model in cities like Paris and London. When this becomes a reality, more and more people will abandon their private vehicles and rely on public transport. However, this amazing plan is still resting on file. No one knows when this law will wake up. Two and a half years have passed since the law was passed. After the law was passed, the motor vehicle department prepared a draft report and submitted it to the government proposing to implement a system of connecting road, rail and boat transport, but it has been shelved. To implement this, a Land Transport Authority should be formed to coordinate and regulate the private sector. Long-distance buses should be arranged connecting major cities and short-distance buses must be coordinated according to their arrival and departure. Passengers of long-distance buses should be provided with the facility of small vehicles to go to remote areas. Transport authority was formed with the transport minister as its chairman to implement the project but the project hasn't moved forward from that. The bill was passed in November 2020. The aim was to implement it first in Kochi and then in Thiruvananthapuram and Kozhikode cities. The scheme is designed in such a way that all travel facilities can be availed through a single rechargeable card.
According to the transport department, 65 lakh passengers who depended on private buses for travel in the state have abandoned public transport and switched to private vehicles in the last 10 years. Mismanagement and inefficiency of the public transport department are the biggest factors that caused people to abandon public transport. If the Integrated Transport Plan is implemented professionally and flawlessly, it can win back many commuters who have abandoned public transport. Many people often avoid using private vehicles due to inadequate parking facilities. Public transport is always the best way to get to and from a busy place. However, these changes should be modern and adaptive to change with time like how it is in foreign countries. It is not enough to just borrow the laws from other countries, facilities should also be implemented accordingly. It would be good if at least some of the zeal shown to catch traffic violators is shown in the implementation of such projects to improve the quality of transport systems.
