KOCHI: Swapna Suresh, in her statement to the Enforcement Directorate (ED), said that LIFE Mission deal was sabotaged in the meeting held at Cliff House in the presence of Chief Minister Pinarayi Vijayan. According to the chargesheet filed by ED in the court, it is said that conditions were changed with the knowledge of the Chief Minister to get commission including the Consul General. Swapna's detailed statement is included in the charge sheet filed by the Enforcement Directorate in the Kochi court in connection with the LIFE Mission corruption case.
"All the preliminary discussions related to the project were held at the Chief Minister's official residence. Consul General M Sivashankar was also present along with the Chief Minister. The MoU was signed in 2019 and it was decided to build a hospital for mothers and children along with the Wadakkancherry flat complex.", the statement reads.
The MoU states that the project implementation responsibility will be entirely with the state government. Everything from finding contractors to completion of construction will be under the supervision of the government. The UAE Consulate was only responsible for transferring the money given by the Red Crescent to the government agencies. But Swapna stated that a private meeting was held at the Chief Minister's residence the day after signing the MoU.
The Consul General was tasked with selecting the contractors without even calling for tenders in a complete subversion of the agreement. In the statement given by Swapna, it is said that this was done to get the commission from the scheme and with the knowledge of the Chief Minister.
