Kerala having its own civil service is one of the best ideas that has been implemented in recent times. This should have been started years ago. None of the successive Cabinets considered it because of the opposition of service organizations etc. The initiation of KAS was one of the biggest achievements of the first Pinarayi government. While participating in the ceremony of awarding certificates to 104 persons who completed the Kerala Administrative Service training, Chief Minister Pinarayi Vijayan said that it was during the EMS cabinet that the idea of having Kerala's own civil service came up. Revenue Minister K Rajan, who presided over the function, reminded everyone to take an oath that not only will they not commit corruption but also that they will not allow anyone around them in government service to commit corruption.
K Jayakumar, former Chief Secretary and Director of the Institute of Management in Government, who supervised the training of KAS personnel, termed KAS as 'Kerala Pride Service'. This is a very meaningful adjective. Those who clear the KAS exam are not far behind those who clear the IAS exam in terms of intelligence, talent and ability because Kerala PSC conducts an exam for KAS with standards that are almost the same as that of IAS. KAS also conducted the IAS-style public examination for three streams of 35 vacancies each. Apart from the general category, gazetted rank officials and other government officials can also appear for the KAS exam. It can be expected that after a quarter of a century, all the important officials governing Kerala will be from KAS.
As the people passing this exam are from Kerala, they do not need to learn the special features and conditions of Kerala. The government has also fixed higher salaries for KAS personnel compared to the first IAS appointments. Although the IAS officers expressed their opposition to this, the government did not budge and fixed the higher salary itself. When it was formed, it was said that KAS examination would be conducted every year, but it has not been executed. The reason given for this is the lack of vacancies. KAS exam can be conducted every year if KAS servicemen are appointed in public sector institutions etc. on a deputation basis. It is also a matter of pride that 38 women have got a chance in the first batch. One of the biggest advantages of clearing KAS is that the candidates will get the best posting in their own state. Their skills will give direction to modern Kerala.
